Cross-Standard Organic Compliance Protocols

Building American capacity to meet evolving international organic standards during the December 2026 U.S.-EU regulatory transition.

AVIROCK LLC develops scalable cross-standard organic compliance protocols and technical training programs for U.S. organic producers, certifying agents, and cooperatives — strengthening U.S. food system resilience and advancing sustainable agricultural practices.

02 — Areas of Work

Focus Areas

Three intersecting domains of applied compliance research.

Compliance Protocols

Systematic mapping of operational requirements across six major organic certification systems. Published open-access with permanent DOIs on Zenodo.

Training Programs

Technical training curricula for certifying agents and cooperatives navigating multi-standard organic certification requirements.

Federal Engagement

Active participation in USDA National Organic Standards Board rulemaking on cross-standard compliance and residue testing harmonization.

03 — Programs

Programs & Activities

Four ongoing workstreams across protocol development, training, federal engagement, and cross-standard technical research.

PROGRAM / 01

Protocol Development

Cross-standard compliance protocol research published open-access on Zenodo under permanent DOIs and CC BY 4.0 license. Each protocol is peer-reviewable, citable, and freely reusable by certifying agents, cooperatives, and academic researchers.

PROGRAM / 02

Technical Training Curricula

Training curricula for certifying agents and cooperative compliance teams working across NOP, EU 2018/848, Naturland, BioSuisse, JAS, and Demeter standards. Materials are designed for use in workshops, certifying-agent staff development, and producer cooperatives.

PROGRAM / 03

Federal Policy Engagement

Active participation in USDA National Organic Standards Board (NOSB) rulemaking and public-comment processes. Focus areas include cross-standard compliance, residue testing harmonization, and equivalence-to-compliance transition policy.

PROGRAM / 04

Cross-Standard Technical Research

Applied research on operational gaps between NOP and international organic standards, with particular emphasis on dual NOP-EU certification pathways for U.S. producers and cooperatives navigating the December 2026 transition.

04 — Regulatory Context

The December 2026 Transition

A regulatory inflection point for U.S. organic producers.

The U.S.-EU Organic Equivalence Arrangement — underpinning over $850 million in annual bilateral organic trade — is scheduled to expire December 31, 2026. The EU's shift from equivalence to compliance-based imports under Regulation 2018/848 has already changed how U.S. organic products are evaluated internationally.

Of the roughly 80 USDA-accredited certifying agents, only a handful hold dual accreditation for both domestic NOP and international organic standards. Our protocols and training programs address this gap — building the compliance infrastructure that 47,566 NOP-certified operations across all 50 states need to navigate evolving international requirements.

About AVIROCK

AVIROCK LLC is based in Fort Lauderdale, Florida. Founded by Andrii Kravchenko, the organization develops scalable compliance infrastructure for the U.S. organic sector.

Andrii holds an M.S. in Agronomy and completed advanced coursework in Sustainable International Agriculture at Georg-August-Universität Göttingen and the University of Kassel (Germany). His training includes the Management Training Programme of the German Federal Ministry for Economic Affairs and Energy and Quality Management certification for organic agricultural commodities (ISO 17065, EU organic legislation).

With 10+ years of operational experience under both EU and USDA NOP organic certification systems — including achieving dual Naturland and NOP certification — Andrii brings hands-on cross-standard compliance expertise to protocol development and training design.

06 — Frequently Asked

Frequently Asked Questions

Common questions about AVIROCK's research, protocols, and scope of work.

The U.S.-EU Organic Equivalence Arrangement is scheduled to expire on December 31, 2026. Under Regulation (EU) 2018/848, the European Union is moving from an equivalence-based recognition model to a compliance-based import regime. After this point, U.S. organic products entering the EU must demonstrate direct compliance with EU organic rules rather than rely on NOP equivalence. This is a substantial structural change for U.S. producers, certifying agents, and cooperatives engaged in transatlantic organic trade.
All published protocols are released under a Creative Commons Attribution 4.0 International (CC BY 4.0) license and archived on Zenodo with permanent DOIs. They are freely available for use by certifying agents, producer cooperatives, academic researchers, federal and state regulators, and any other party working on organic compliance. Attribution to AVIROCK LLC and reference to the DOI are required when the materials are cited, adapted, or redistributed.
Each protocol carries a permanent Digital Object Identifier (DOI) issued through Zenodo, the CERN-operated open-access research repository. Citations should reference the protocol title, version, year, and DOI in standard academic format. The DOI ensures permanent resolution to the canonical archived version even if future revisions are published under separate identifiers.
No. AVIROCK LLC is not a USDA-accredited certifying agent and does not issue organic certification of any kind. The organization develops compliance protocols, technical training curricula, and applied research on cross-standard organic requirements. Producers seeking certification must work with a USDA-accredited certifying agent. AVIROCK's published protocols may be used by such agents and by cooperatives as reference material.
Training curricula are under active development alongside the published protocols. Certifying agents, cooperatives, and training partners interested in early access, technical review, or partnership inquiries are invited to reach out through the contact form below. Availability dates and partner cohorts are being announced on a rolling basis.
AVIROCK LLC funds its own protocol development and federal engagement activities. All protocols are released open-access without paywalls, subscription requirements, or restrictions on reuse beyond the CC BY 4.0 attribution requirement. Partnership inquiries from research institutions, foundations, and federal program offices interested in supporting cross-standard organic compliance research are welcome.
